I am not clear on the purpose of RTF_UP -- can someone comfortable with the
netbsd routing code please explain this flag. It appears that having a
'rt_refcnt' and an RTF_UP flag is redundant. Is this flag just historical? Or
are there situations where the rt_refcnt is non-zero but the rtentry itself is
not valid for use?
