Are / and /usr separated partition? If so, try

  # echo "critical_filesystems_local="/var /usr" >> /etc/rc.conf

wpa_suppilicant is executed between mountcritlocal and mountcritremote.
wpa_suppilicant is placed in /usr/sbin/.

I think wpa_supplicant should be placed in /sbin/.
