struct domain points at the netisr ifqueues, shouldn't we access them
through dom_ifqueues[] from if_xxxsubr.c, anyway?
DOMAIN_NO_INPUT -> IFQ_MAXLEN(dom_ifqueues[i]) == 0 for all i.
