Changes to the Packages Collection in July 1998

Summary
=======

+ support for ELF shared objects has been added
+ X11 packages can now be installed in the same tree as normal ones
+ a new LICENSE definition has been added to shareware packages,
and ACCEPTABLE_LICENSES definition to /etc/mk.conf
+ we use ftp(1) within the pkg_* tools, so that passive FTP support,
and proxy usage, (amongst others) are now standard.
+ pkg_info(1) supports fnmatch(3)-based globbing
+ when retrieving files via "make fetch", if the checksum of the
fetched file does not match the stored checksum, the file will be
retrieved from the next site.
+ a new category for meta-pkgs (i.e. packages of packages), along
with a web-server meta-pkg, has been added

Two gold stars go to Todd Vierling for his modifications to many
packages to use libtool (enabling full package use on all NetBSD
platforms), and for his USE_LOCALBASE_FOR_X11 modifications, and to
Tim Rightnour for checking out most of the packages collection on
NetBSD/alpha, and for packaging a huge number of games.

Notable additions to the packages collection include:
Guile, STk, xview, GNU fileutils, Mosaic, libtool, mrtg, tin, cdd,
imap-uw, cucipop, f2c, logrot, and a large number of games
