You don't need to worry about that.  In fact, for a NetBSD->NetBSD target,
you'll want to dynamically install the includes from the source tree
by doing:

	make DESTDIR=/cross/target/root includes

...then you can BUILD the libraries.  This is how I have build NetBSD/powerpc
many times before :-)
