Depends on your definition of $PREFIX.  Netscape doesn't give a damn what
directory it goes in, as long as all support files are in the same place
(MOZILLA_HOME).  I _could_ set MOZILLA_HOME to /foo/my/browser (and there's
no /netscape directory in there :).

Why not libexec: well, Netscape needs MOZILLA_HOME to contain a bunch of
support files (Java stuff, among others--for some platforms, shared objects 
too).  These *belong* in lib.  The only libexec-qualifying thing is
netscape's binary itself.

There is stuff that can be moved to share (the nls and keysymdb), and
because those are located by env-variables, they can go there without much
problem.
