Having the files in pkgsrc is not redundant because it saves the user
having to wait for emacs to download, [build, ]and install to generate
files whose contents are known in advance. Nor would this be the only
place in NetBSD where we keep auto-generated files in-tree, even though
we have the tools to regenerate them at any time -- tables of syscalls
spring immediately to mind.
