Yes.  It's designed to allow for both extraction directly from a distfile,
or from a file that is decompressed to stdout.

For example, the EXTRACT_CMD.zip doesn't have a @DECOMPRESS@, so it extracts
directly from the distfile.  On the flip side, EXTRACT_CMD.tar can work with
any of the DECOMPRESS_CMDs, or none of them (the default of "/bin/cat").
