That's a documentation problem, not necessarily a bad design. Users get
waht they deserve -- the only problem is that it's not immediately
obvious to non-techies how to fix the problem because there's no mention
of TMPDIR in the manual page and no command-line option to explicitly
specify a temporary directory and override both TMPDIR and the system
default.
(Things are even more fun when you have /tmp and /var mounted noexec! ;-)
