It seems that recently `make fetch' has started doing a little more
than just fetching.  In particular, I noticed that:

* `cd mbone/vat && make fetch' actually extracts and *builds*
  audio/gsm.

* `cd print/ghostscript5 && make fetch' extracts graphics/jpeg.

This is definitely wrong.
