  Hmm, perhaps in this case we should use the same hierarchy as on
ftp.netbsd.org (i.e., separate subdirectories below the "packages"
directory): packages/<os_version>/<arch>

  This not only allows us to create packages for different
architectures, but also for different NetBSD versions (which would be
quite useful for a shared pkgsrc tree).
