Changes to the NetBSD Packages Collection in December 1999.

We have added a large number of packages this month - highlights
include:  balsa, various cross tools, dap, db-3, emixer, emma, galway,
html2text, hypermail, leim, lwp, mailagent, mtr, numerous Perl5
modules (thanks, Rene), rblcheck, rio, setiathome, sftp, various skk
programs, spruce, tclticker, user, and enhanced vim pakages (thanks,
Antti).  Updated packages include:  analog, ap-ssl, bladeenc, emacs
(thanks, Matthias), ethereal, exim, f2c, fetchmail, gif2png, gmake,
gnupg, guile, kdevelop, kermit, mysql (thanks, Christoph), nocol,
various Perl5 modules, pkglint, plp, pth, rsaref, the ruby packages
(thanks, Sakamoto-san), sketch snooper, sudo, t1lib,thttpd, tkdiff,
vile, vim, wu-ftpd, xcruise, and zip.

The Package of the Month award goes to DAP, a full digital audio
recording and processing package, which was added to the collection by
Steve Woodford, and nominated by, err...  Steve Woodford.  Honourable
mentions go to emixer and rio.  The Quirk of the Month award goes to
the ia64sim package - if you can't wait for Merced to arrive, this is
the next best thing.
