This is one of the things which came up last time.  I'm definitely in
favor of allowing this, BUT, it also needs to be possible to download a
single file to get the whole set (so I can bring the set file home on a
hard drive/tape/zip disk and do an install without the `RedHat Problem',
i.e. a need to download 800 twisty little package files to do an
install.

There are certainly ways this could be addressed:  have an unpacked dir
on the site with the +INDEX and pkg files, but also a set file to be
downloaded en-masse by people installing the whole set.  This will need
to be hammered out when we get there.

I'm leaning toward adding a flag to pkg_* to have them work on sets
(perhaps pkg_{info,add,delete} -X set_file.tgz [pkg_name]) to work with
a set or a package from a set), and then have sysinst call through to
pkg_add much as it calls through to pax now.  If this makes sense, is
there some value of `X' that is not currently used in any of the pkg_*
which can be reserved in all of them?
