NetBSD's mkdir(2) seems upset with the trailing / here:

src/licq.cpp:85
   sprintf(BASE_DIR, "%s/%s/", home, DEFAULT_HOME_DIR);

Removing that / lets the ~/.licq dir get created. However, it breaks other
things where the program appends files+dirs to BASE_DIR.
