If/when somebody updates the cvs package to 1.11, he can comment out
the IGNORE line if he wants to. Problem is, that for at least -current
users, /usr/pkg/bin probably won't be earlier in the path than
/usr/bin -- that should at least produce a warning if /usr/bin/cvs
exists, and the cvs-1.11 package gets installed.
