OK, I cheated and ln -s intlh.inst libintl.h in gettext's build tree
and it built happily.  Gimp is now up and running ok, so I copied the
resulting gettext-0.10.35nb1.tgz package to ftp.netbsd.org in the
1.4.2/i386/All directory - if that's evil, let me know.
