There is a "update" target that does - guess what.
There is also a "show-downlevel" target that shows any pkgs that are older
than what's in pkgsrc:
% cd /usr/pkgsrc
% make show-downlevel
...
===> archivers/zip
zip package: zip-2.3 installed, pkgsrc version zip-2.3nb1
...
