I think that the base system and pkgsrc are separate so that pkgsrc
can be consistent without knowing anything about the base system.  My
understanding is that a pkgsrc system is responsible for one LOCALBASE
(and X11BASE) and, will never disturb other directories. Installing a
file to a direcory other than *BASE seems to break this rule.
