While binaries should be available, the old pkgtools should be able to at
least build and install the new ones. Otherwise, we end up with a
chicken-and-egg problem.

Additionally, depending on the availability of a binary does not, in my
opinion, follow with the NetBSD philosophy of code which is supposed to
compile everywhere.

FreeBSD can distribute binaries much more readily, as they only need to
worry about ia32 and Alpha architectures.
