Why don't we maintain all the PLIST with a _real_ database system?
There will come a time sooner or later when more PLIST conficts occur.

The pkgsrc have limited name space of file/directory under
${LOCAL_BASE} and ${X11_BASE}. Collecting all of the PLIST and test if
no confliction exists seems to make some sense to me. Solving a
confliction only when found is an ad-hoc solution and should be
avoided...
