In make syntax:

postgresql-all: pygresql perlgresql

pygresql: python postgresql-base
	build pygresql

perlgresql: perl postgresql-base
	build perlgresql

postgresql-base:
	build postgresql

Is that really a problem? (That is, do you need the postgresql build tree
to build pygresql?)
