i want to change pkg_install as followings.
(primarily in order to simplify code and behavior)
any comments/objections?

- remove PKG_ADD_BASE handling code.
- don't prefer local pkgs over remote ones.
- don't search pkgs in current directory if PKG_PATH is specified.
