make fetch-list | sh does the trick. from Packages.txt:

$ make fetch-list FETCH_CMD=wget DISTDIR=/tmp/distfiles >/tmp/fetch.sh

alternatively, you can give lintpkgsrc from pkgtools/pkglint a try.
