Subject: x11-links uses pax (and pax with bootstrap-pkgsrc?)

I don't have pax; defs.Linux.mk sets PAX to
${ZOULARISBASE}/bin/pax
Is there any plan to pkgsize pax or add to bootstrap-pkgsrc?
x11-links fails to install:
cd /home/jeremy/netbsd/usr/pkgsrc/pkgtools/x11-links/work/.buildlink &&
/home/jeremy/netbsd/usr/pkg/bin/pax -rw include lib /usr/share/x11-links
/bin/sh: /home/jeremy/netbsd/usr/pkg/bin/pax: No such file or directory
The x11-links Makefile has: "${PAX} -rw"
Is there some more portable way for this?
Many other packages use GTAR for install targets when needed.
I prefer to use pax, but tar is usually available.
Should I send-pr a change for pkgtools/x11-links/Makefile to use GTAR
instead?
Or should pax be made available?
I could pkgsrc-ize GNU paxutils, but I prefer to use NetBSD's great pax.
Has anyone made a portable build mechanism for it?
