pkg_add on NetBSD supports .tar.bzip2 archives, because our gzip
supports bzip2.
We should, however, untangle this dependancy on NetBSD and make
pkg_add behave the same on other platforms.
pkgsrc itself already has support for creating bzip2 binary
packages:
PKG_SUFX?= .tbz
