I thought about an extra pkg, which does more or less:
configure --enable-languages="java"
(cd ${WRKSRC}/gcc && make java)
(cd ${WRKSRC} && make all-target-libjava)

Needs some patches to redirect eg
xgcc -> ${PREFIX}/bin/gcc
libiberty.a -> ${PREFIX}/lib/libiberty.a

There is one point where I'm not sure - whether it is necessary
to deal with the installed specs file specially.

This would work the same way, with "f77" and "libf2c",
respectively.
