1) have a Subject line that describes the topic

2) your webpage says "beginnings of a new USE_ system". This is not a new
idea. It is already in place. It is already used. Many use it (including
me).

3) maybe make a few packages with your USE_PILOT_LIBS, test them and then
submit the patches via send-pr or back at this list.
