Binary packages built without options should have all dependencies ON, not
off. (Building without options is the configuration used to create publicly
distributable packages, such as from ftp.netbsd.org. These should be fully
functional.)
The knobs can then be used by a package builder to turn off dependencies on
a per-site basis.
