Yep, the idents all match.  Can you please try the following makefile:


FOO=man
.if !empty(MANINSTALL:Mcatinstall)
FOO+= cat
.endif

all:
	@echo LIST=${FOO}
	@echo MANINSTALL=${MANINSTALL}
