I see this could be useful, but it seems like it would be better if
everything would default to tetex version 2 already. There has been some
discussion about making tetex version 2 the default and even changing
print/teTeX2-bin to be named print/teTeX-bin.
(So maybe this should be called USE_TETEX1 instead of 2.)

Was there a PR for these changes during the freeze? (Or was something
