Usually the target of the CONF_FILES is ${PKG_SYSCONFDIR}/foo.
Maybe use:
PKG_SYSCONFSUBDIR?= tomcat4
CONF_FILES= ${PREFIX}/tomcat4/conf/foo.default ${PKG_SYSCONFDIR}/foo
Also, it is common for the example configuration files to be installed
like ${PREFIX}/share/examples/tomcat4/
So maybe use:
PKG_SYSCONFSUBDIR?= tomcat4
CONF_FILES= ${PREFIX}/share/examples/tomcat4/foo.default ${PKG_SYSCONFDIR}/foo
