Please have a look at my pkgsrc-wip's wip/gettext-runtime and
wip/gettext-tools.

gettext-runtime installs bin/gettext, bin/ngettext, libasprintf, various
man pages, locale files, and documentation as well as the libintl
libraries.

In my case, I didn't use --with-included-gettext because I didn't want the
libintl libraries installed under Linux.
