I guess you mean the gettext tools and not the libraries (because the
library functionality is in glibc on your Debian box).
I guess I don't notice because I use gettext-tools (and no
gettext-runtime) on my Linux boxes. (The names gettext-tools and
gettext-runtime are the names used by gettext developers and packaged as
they document.)
