My idea for tex-hugelatex was to put the configuration directives 
between begin-hugelatex-default-settings and 
end-hugelatex-default-settings. This section would then be added to 
texmf.cnf, be modified or removed by the install/deinstall scripts. 
Anyway, this shouldn't go into the package Makefile but into an INSTALL 
script.
