The situation is not intended -- it is wrong.

Yes, a PR seems good. Or create a pullup request based on the changes that
are required and submit that instead:

One problem is we have two different locations for pkgsrc development --
in src/usr.sbin/pkg_install and also in pkgsrc/pkgtools/pkg_install.
Currently, all work should be done in src/usr.sbin/pkg_install first.
Although, pkgsrc/pkgtools/pkg_install is the real wide-spread use of the
code (unless you always use NetBSD -current).
