Strange. If I set in environment I get:
rainier:/usr/pkgsrc/pkgtools/x11-links$ RM=whatever make show-var VARNAME=RM
whatever: not found
whatever: not found
whatever: not found
whatever: not found
/bin/rm
Notice as end it is reset back to /bin/rm.
If I set as a make variable, I get:
rainier:/usr/pkgsrc/pkgtools/x11-links$ make RM=whatever show-var VARNAME=RM
whatever: not found
whatever: not found
whatever: not found
whatever: not found
whatever

You may want to make sure your pkgsrc (especially pkgsrc/mk) is
up-to-date. There have been a variety of changes to how tools are detected
and defined.
As for me on NetBSD/i386 2.0.2 and under PkgLinux using pkgsrc I don't see
this problem.
