Hi,

back from holidays, I want to discuss if we need to start all Makefiles with

# $NetBSD$
#

The point is the second line, which is just an empty comment. Do we want 
to have it, to keep it or to remove it?

Currently 3734 Makefiles have that empty comment, while 2994 don't.
