I figured it out. The mk/tools/tools.Linux.mk defined 
TOOLS_PLATFORM.mktemp even though not installed.

Maybe the tools framework should check if file exists for each 
TOOLS_PLATFORM.<tool>

(I didn't have success in quickly trying that as I kept getting: Variable 
ECHO is recursive.)

I will commit to mk/tools/tools.Linux.mk and 
archivers/gsharutils/Makefile to fix these.
