I think it should look like

   LICENSE=         opera-850-license
   LICENSE_FILE=    LICENSE

The LICENSE variable provides a unique name for use in 
ACCEPTABLE_LICENSES, while the LICENSE_FILE points to the complete 
license text (which is currently only used in the show-license target).
