We could have a script that generates such an index file, and then
choose whether or not it should be checked in. While I can certainly
see the aesthetic/orderliness point in having such an index, do you
have a proposed use for it? It could be useful to avoid duplicating
licenses, but that relies on actual license->name mapping.
