My view of pkgsrc is that it provides platform independant (as long as it's
Unix) way of building and installing 3rd party software. If you use pkgsrc for
installing kernel, drivers and base system (how??) then it becomes something
else, because there are too many system specific hacks and tweaks.

NetBSD does not use pkgsrc for its base system. I've heard people mention
"syspkg" for system packages (like Sendmail vs Postfix) but not sure it was
implemented.
