There are two obvious issues with allocating uids for pkgsrc
 	accounts:

 	a) uid range, which needs to differ between OSs and sites
 	b) For a given OS/site, installing pkga then pkgb should give the
 	   same uid for pkga as installing pkgb then pkga.

 	One solution would be to assign a default pkg_uid_base on a per OS
 	basis, and then each package account has a unique pkg_uid_offset.
