This is indeed confusing, people expect to be able to invoke make in any
2nd level pkgsrc directory.  

We could add a dummy Makefile there, saying "you probably want to be in
www/php4" when invoked.

It could be argued that www/php4 should be re-imported as lang/php4 then
for consistency.  php4 can be used on the command-line as well.  It's only
the ap-php package that really belongs in www/.
