It is?  I just did the following:

- install SUNWgcc
- add /usr/ucb,/usr/sfw/bin,/usr/ccs/bin,/usr/xpg4/bin to PATH
- ftp and extract pkgsrc tarball
- cd /usr/pkgsrc/bootstrap
- ./bootstrap
- add /usr/pkg/bin, /usr/pkg/sbin to PATH
- done
