Sure, you can do that with pkgsrc.
I don't want to run non-free software without choosing to do so, and I
very much appreciate pkgsrc's tagging. So I consider it a bug when an
unnecessary non-free depedency is pulled in, and I think pkgsrc should
optimize for people who do not set _ACCEPTABLE.
