FYI:
I imported a draft version of this package into wip/posix_headers.
For now I'm using it together with a

.if ${OPSYS} == "HPUX"
.include "../../wip/posix_headers/buildlink3.mk"
.endif

in bsd.prefs.mk. It unbreaks the build of graphics/jasper and 
x11/xproto, at least.
More testing to be done ...
