looking for "kanji" for tcl/tk script

I haved packaged ewipe (a presentation editor and viewer) and it uses 
"kanji" like:

    kanji outputCode $fd JIS

and it fails when saving with mgp format with the error:

        invalid command name "kanji"

I don't plan to use it in Japanese support but maybe I will keep it for 
others.

Where can I find this kanji functionality for tcl?
