net/bind9/builtin.mk and include/isc/base64.h

I was starting to package nominum's dnsperf and noticed that many headers 
aren't installed on NetBSD.

I include ../../net/bind9/buildlink3.mk but it assumes base is good 
enough.

Should NetBSD install the various include headers?

Should net/bind9/builtin.mk be improved? It runs the named to see what 
version and doesn't check for any headers.
