I forgot to mention that fix for packages _already_ numbered
like 1.1001 may be fixed with a help of pkg-epoch rejected by you
(Hello, Alistar, Joerg, David and others). Remember my example with libmaa
incorrectly numbered in FreeBSD ports?

Always numbering 1.1 perl packages as 1.1000 is another
solution but it looks ugly to me.
