It would be good if someone else can confirm this but I _think_ you have
hit the exact issue here.  I'm not sure CONF_FILES can deal with
creating sub directories under PKG_SYSCONFDIR.  I've had to do some ugly
hacks in the past to get round this (e.g. net/freeradius2), but thinking
about it CONF_FILES should be able to deal with this.
